The Gold Card Executive Order

by Carolyn Lee PLLC Team
Sep 20, 2025

On September 19, 2025, President Trump signed an executive order announcing the Gold Card, stating:

“I hereby announce the Gold Card, a visa program overseen by the Secretary of Commerce that will facilitate the entry of aliens who have demonstrated their ability and desire to advance the interests of the United States by voluntarily providing a significant financial gift to the Nation.”

The amount to be contributed by individuals will be set at US$1 million. Businesses will be able to sponsor individual employees for US$2 million each.

The executive order calls upon the Secretaries of Commerce, State, and Homeland Security to implement the Gold Card program within 90 days of the date of the order, which would be Thursday, December 18, 2025.

Initially, the Gold Card holders would draw from the EB-1 and EB-2 Visa categories, but the Gold Card program may be considered for expansion for EB-5 Visa applicants as well.

Carolyn Lee PLLC will hold a pop-up webcast on the Gold Card on Monday at 10 am ET. Join us to learn more.
