Effective March 31, 2020, the new “inventory management” approach will prioritize petitions with visa availability. Quicker visa processing is anticipated in 12-18 months as a result.

Note that USCIS explained at the Stakeholder meeting that USCIS will use Chart B on the Visa Bulletin to determine visa availability. See example of Chart B in the Visa Bulletin.
